The campaign seeks to close pernicious commercial property tax loopholes created by Prop 13 decades ago by assessing commercial and industrial property at fair market value to ensure that large corporations and wealthy commercial property owners pay their fair share. Rabbi Menachem Creditor of Congregation Netivot Shalom and a leader in the Bay Area region represented Bend the Arc at the press conference announcing the launch of this historic campaign.

In 1978, California voters passed Proposition 13 which created critical protections for homeowners and renters—but has since had the unintended consequences of creating commercial property tax loopholes that have devastated critical local services. These loopholes overwhelmingly benefit large corporations and wealthy commercial property owners, while shifting the property tax burden to homeowners. This in turn has resulted in limiting opportunity and increasing inequality in California over the past three decades.

Bend the Arc has a history of fighting for economic equality in California, most recently having been a critical partner in the battle to pass Proposition 30 in 2012, a ballot initiative which collected almost $6 billion in additional revenue to support education, public safety and other public services by temporarily raising sales taxes while also increasing income taxes for the state’s top earners. The passage of Prop 30 staved off a series of devastating pending cuts to local services and kept schools systems from having to continue laying off faculty and staff or further shortening the school year. It demonstrated to the nation that more progressive approaches to taxation can lead to economic growth and improve key social services.
